While the new shoreline is being constructed a barrier is set up to collect the silt contaminated water.The muddy water is then pumped out into the riparian area so it can be filtered before re-entering the river.  The brown matte you see in this picture is called coconut coir matte it is bio-degradable and it is used for sediment and erosion control until grass and trees take root.
